Agency of Natural Resources (ANR) — This state agency consists of three Departments: Environmental Conservation, Fish and Wildlife, and Forests, Parks and Recreation. The current Agency Secretary is Julie Moore.

Department of Environmental Conservation (DEC) — The DEC’s mission is “to preserve, enhance, restore and conserve Vermont’s natural resources and protect human health for the benefit of this and future generations.” The DEC consists of several divisions, including the Watershed Management Division, whose primary mission is to “protect, maintain, enhance and restore the quality of Vermont's surface water resources.” The Watershed Management Division manages the Aquatic Nuisance Control permits.

pest — a plant or animal detrimental to humans or human concerns — a plant or animal detrimental to humans or human concerns

pesticide — any substance intended for controlling or destroying pests. This general term includes herbicides, insecticides, rodenticides, fungicides, among other “-cides.”

poison — a substance that through its chemical action usually kills, injures, or impairs an organism

ProcellaCOR EC — The trade name for the herbicide being proposed. The active ingredient is a florpyrauxifen-benzyl compound. ProcellaCOR is exclusively manufactured by SePRO and requires application by a Certified ProcellaCOR Specialist.

SePRO — The chemical company that manufactures ProcellaCOR EC. They also sell Renovate, Sonar, and many other herbicides.

SOLitude Lake Management — The lake management company hired by the Lake Bomoseen Association to conduct the submersed aquatic vegetation survey. SOLitude is a Certified ProcellaCOR Specialist, and would also apply the herbicide should the permit be granted. SOLitude describes itself as a “nationwide environmental firm.”

toxin — a poison or venom of plant or animal origin, especially one produced by or derived from microorganisms and causing disease when present at low concentration in the body

weed — a plant that is considered undesirable in a particular situation
